How to promote an online classifieds site in a small town?

Hope we can get here a good discussion about promoting an online classifieds site. Which method do you think is most effective? I heard newspapers don’t allow this type of ads for obvious reasons? Is this true? Please list any methods that you have used to advertise an online business that have worked for you. Thanks.
By the way, it is a free online classifieds site. I’m planning to let it run for awhile until I can get some local business to sponsor it.

Who is your target market?
Since it’s a small town (equal low cost to reach), use offline methods such as postcards, letters or flyers.
Once you know who your target market is you can use sites like goleads.com, infousa.com, etc. to get a targeted mailing list. Mail (usps.com or sendpepper.com) Include your website url on all promotional pieces.
Put flyers everywhere.
